Before you start

  • A current skills matrix (who has which skills, at what proficiency)
  • Role skill requirements with target levels per role
  • An employee-to-role map (including anyone in multiple/hybrid roles)
  • Free Vercel, Supabase, and Resend accounts

The problem this kills

You have a skills matrix. Maybe it lives in a spreadsheet with people down the side and skills across the top, color-coded green-yellow-red. It looks impressive in a slide. But it does almost nothing, because nobody has the time to sit with it row by row and answer the only question that matters: who needs to learn what, and in what order?

So the matrix goes stale. Development conversations get improvised. The same critical gap quietly exists in eight people and nobody notices until a project stalls. And when someone moves into a new or hybrid role, figuring out what they're missing is a manual guessing exercise every single time.

This tool does the boring, careful comparison for you - every person, every skill, against the target level their role actually requires - and hands your managers a ranked, ready-to-approve development plan instead of a wall of colored cells.

What you'll build

A private web app, just for your team, that:

  • Holds your skills matrix (current proficiencies), your role requirements (target levels per skill per role), and your employee-role map - including people who sit in more than one role.
  • Computes each person's gaps: skills they're missing entirely, and skills where they're below the target level for their role and target grade.
  • Suggests prioritized development actions for each gap, ranked by how critical the skill is and how many people share the same gap.
  • Puts every gap list in front of the right manager to review and approve before it becomes an assignment or gets shared with the employee.
  • Shares the approved plan and exports gaps + plans to CSV in the exact columns your LMS, HR system, or spreadsheet expects.

What's inside the Implementation Plan

  • A complete, paste-and-go runbook you drop into Claude Code (an AI coding assistant). You don't write the code - the agent does, while you answer questions and approve.
  • It opens by interviewing you about your business - your roles, proficiency scale, naming conventions, volumes, and approval rules - so the tool is tailored to how you actually run L&D, not a generic template. It reads a short spec back to you and waits for your thumbs-up before building anything.
  • Step-by-step build instructions, each ending in a ready-to-copy prompt.
  • The full data model for matrix, requirements, role map, gaps, and approved plans - shaped by your interview answers.
  • The gap-and-priority logic: multiple/hybrid roles, ranking by criticality and shared-gap count.
  • A "No API yet?" fallback so you can build the whole thing today from Google Sheets / CSV, with a clean CSV export back out.

The governance it includes (this is the point)

This isn't a toy. The plan builds in the controls that make a tool safe to use on real people's data:

  • Login so only your team can get in.
  • Row-level security so a manager only ever sees their own people's gaps - one person's gaps are never exposed to another.
  • A complete audit trail - who computed, reviewed, approved, and shared what, and when.
  • A hard human-in-the-loop approval gate - the tool drafts gaps and development actions; a manager reviews and approves before anything becomes an assignment or is shared with the employee.
  • Duplicate guards so the same person + role + skill can't be double-counted or double-assigned.
