The problem this kills

Development goals die in the gap between a good intention and a busy quarter. Someone writes "get better at presenting" in a one-on-one doc, nobody can measure it, the target date slides, and six months later neither the employee nor the manager can say whether anything happened. Vague goals, scattered notes, no reminders, no proof of follow-through.

Big performance-review platforms are overkill for this. They're heavy, expensive, and built for formal OKRs and ratings - not for the light, ongoing "let's keep this growth goal moving" loop you actually want.

What you'll build

A focused internal web app where:

  • An employee sets a development goal with a clear statement, measurable success criteria, a target date, and a related skill.
  • A manager reviews the goal and approves it as active (or sends it back to be sharpened).
  • The employee logs progress updates over time, and a clean progress view shows where every goal stands.
  • The system nudges stale goals by email so nothing quietly stalls.
  • The manager confirms achievement before a goal is marked complete - and every status change is logged.
  • You can export all goals and their status to CSV any time.

What's inside the Implementation Plan

The plan is a single file you paste into Claude Code. It builds the whole tool step by step, and each step ends with a ready-to-copy prompt.

The best part: the plan opens by interviewing you about your business - your review cadence, your skill or competency framework, how you name people and teams, your typical and peak volumes, and your real approval rules - so the tool is tailored to how you actually run development, not a generic template. The agent reads a short spec back to you and waits for your thumbs-up before building anything.

You also get a "No API yet?" fallback: import existing goals from a Google Sheet or CSV and export a clean CSV in the exact columns your HR system expects - so the tool is fully usable today even if you never connect it to anything else.

The governance it includes (this is the point)

This isn't a toy spreadsheet replacement. The plan bakes in the controls that make a tool safe to use across a team:

  • Login so only your team can get in.
  • Row-level security so people only see their own organization's data - and employees see their own goals, managers see their reports'.
  • A complete audit trail: who changed what status, and when.
  • A hard human-in-the-loop approval gate: a goal only becomes "active" and only becomes "achieved" after a manager reviews and approves. The system never marks a goal complete on its own.
  • Duplicate guards so the same goal can't be entered or processed twice (dedupe on employee + goal ID).
  • Measurable-criteria enforcement so "get better" gets rejected and "deliver three internal demos by Q3" gets through.
