The problem this kills

The headline spend gets all the attention — the big contracts, the strategic suppliers, the line items finance asks about. Meanwhile, the long tail quietly bleeds you: hundreds of tiny purchases, the same kinds of items bought again and again from a dozen different suppliers, each one a small dollar amount nobody bothers to negotiate. Cleaning supplies from five vendors. Safety gloves from seven. Printer toner on whoever's catalog was open that day.

Every one of those little buys carries a full purchase order's worth of admin — a requisition, an approval, a PO, a receipt, an invoice match, a payment. You're paying retail-ish prices and paying to process the transaction, over and over. The consolidation wins are sitting right there, but they're buried under thousands of rows, and eyeballing a spend export for "stuff we should buy from one place" is a soul-crushing afternoon that never quite happens. You don't need to be a developer to fix this — you need a tool that does the clustering and ranking and lets you, the human, pick the wins.

What you'll build

A simple internal web tool. You import a spend / AP export — supplier, item or description, category, amount, date. The tool defines what "tail" means for your business (small per-transaction amounts, spread across many transactions and many suppliers), then clusters the fragmented spend by category and similar item descriptions so the same thing bought five different ways lands in one bucket. It ranks the consolidation opportunities by total dollars, number of suppliers, and number of transactions, and estimates the admin cost of running all those little POs. Your category manager opens a ranked worklist, reviews each opportunity, and clicks Approve for sourcing on the ones worth chasing. Approved opportunities are handed to your sourcing pipeline and exported as a clean CSV. The tool suggests; the human decides.

What's inside the Implementation Plan

This is not a generic template; the agent reflects a short spec back to you and waits for your thumbs-up before it builds anything. From there it walks the agent through the import, the tail-detection and clustering logic, the opportunity ranking, the manager review-and-approve screen, the hand-off to sourcing, and the CSV export — each step with a ready-to-copy prompt. There's also a fallback so you can build and run the whole thing today with pure CSV in and CSV out, even with no integration to your ERP.

The governance it includes (this is the point)

This is real procurement tooling, so it ships with the controls a category team needs: login so only your team can use it, row-level security so you only ever see your own organization's spend, a complete audit trail of who reviewed and approved which opportunities and when, a hard human-approval gate so no opportunity reaches your sourcing pipeline until a category manager signs off, and duplicate guards keyed on the transaction id (so the same spend can't be counted twice) and on the category-plus-item cluster (so the same opportunity can't be raised twice). The AI ranks and suggests; nothing becomes a sourcing action without a person deciding.
